Job Description

Under administrative direction, the Wildlife Hazards Program Manager will manage and oversee SFO’s Wildlife Hazard Management Plan (WHMP) and Integrated Pest Management Program (IPMP). The role will be responsible for coordinating the Airport’s WHMP as required under 14 Code of Federal Regulations (CFR) 139.337 and prepared according to FAA advisory circular 150/5200-38 Protocol for the Conduct and Review of Wildlife Hazard Site Visits, Wildlife Hazard Assessments, and Wildlife Hazard Management Plans ; coordinate and implement program planning; implement and refine established wildlife management procedures and policies; and problem solve using analyses of wildlife observation data and pest management issues that may result in deviations from routine processes, implementation of new technology and/or additional resources. The Wildlife Hazards Program Manager will interface with various managerial levels of city/county government and outside agencies and serve as a representative of Airport Wildlife Management in meetings involving airport wildlife systems, policies or procedures to enhance safe and efficient airport operations. In addition, they are committed to the Airport’s Safety Management System of establishing a safety culture through a systematic and integrated method of managing wildlife hazards. Through their leadership and experience in wildlife hazard management, integrated pest management, training programs, regulatory compliance, program and project management, leading multi-functional teams, and collaboration with the Airport community, they are critical to ensuring air travel safety and mitigating the hazards of wildlife.

You are excited about this opportunity because you will:

  • Lead the annual review and update of the Wildlife Hazard Management Plan (WHMP).
  • Manage the execution of the WHMP, including maintaining airport wildlife hazard management permits, reporting and renewals. Provide investigation, assessment, and guidance on wildlife incidents. Perform program gap analysis to mitigate wildlife hazards.
  • Lead the monthly Wildlife Hazard Committee.
  • Ensure daily wildlife management activities are conducted in accordance with rules and regulations. When necessary, perform such activities to ensure any associated hazard is mitigated, such as handling firearms, pyrotechnics, and animal carcasses.
  • Manage and oversee professional services contracts and budget to advance wildlife review and procurement of existing or new wildlife management contracts for tools, services or programs.
  • Monitor the work of and coach professional-level staff.
  • Conduct research and prepare technical reports and written correspondence for large audiences, regulatory agencies, and leadership.
  • Promote active participation with Airport tenants in WHMP activities through committee meetings, trainings, and direct engagement.
  • Interpret and implement regulatory compliance and guidelines.
  • Review Airport construction projects for wildlife impact.

Nature of Work: The normal work period is Monday through Friday, however, you will be required to report to work during emergency situations including weekends, evenings, and holidays to facilitate airport emergency support operations.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Three (3) years of professional-level experience in wildlife management or aviation operations, of which includes at least two (2) years of experience in program management AND

License: Possession of or ability to obtain a valid California driver’s license prior to employment.

Education Substitution: Additional qualifying full-time work experience (2000 hours equal one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units or 45 quarter units.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Possess Project Management Professional (PMP) or other project management related certifications
  • Strong experience in project management, program management, and regulatory environments in the airport setting.
  • Demonstrated experience in working in and understanding complex airport environments and airport operations.
  • Two (2) years of supervisory experience, specifically in leading multi-functional teams
  • Experience in data analytics, including collecting and “cleaning” raw data from multiple sources to prepare trends analyses, patterns to inform airport decision making.
  • Experience and working knowledge of FAA orders, advisory circulars (AC), policies and regulations pertaining to safe and efficient operation of airports and FAA wildlife regulations, including but not limited to FAA AC 150/5200-33 and FAA AC 150/5200-38.
  • General knowledge of: Botany, Fisheries, Wildlife, Ecology, or Environmental Science.
  • Knowledge of Quality Assurance/Qualify Control procedures and requirements.
  • Ability to participate in field sampling activities, often under inclement conditions and operate field sampling equipment.
  • Experience procuring and managing municipal contracts and/or purchasing processes.
